Legislation to Clarify Restraint and Seclusion Rules

In the third installment of a three-part series, OPB reported on the 
difficulties facing efforts to change the rules regarding restraints and 
isolation, including steps taken nationwide and locally. The article 
discusses lawmakers in Oregon and Washington working on legislation to 
clarify the restraint and seclusion rules, as well as increase funding 
for schools, but training for district employees on legal requirements 
and stronger enforcement from State agencies are also necessary. Read
